required was not assigned by the OMC, allowing

OMC also delayed issuing truck visibility
regulations, hindering optimal driving conditions
that can contribute to truck wrecks. There
were a variety of other OMC problems that
did not help make truck-driving conditions
as safe as possible to avoid truck wrecks.
As a result there are thousands of people
every year negatively affected by truck
wrecks that could have been prevented by
better-enforced safety standards.
